Public Art on the  GrassIn the modern rule-of-law state (Rechtsstaat), all acts of the government must be in accordance with the law so that the ideal of the rule of law may be achieved. The current system of administrative litigation emerges for the purpose of protecting the rights and interests of the people, promoting the public interest, and meeting the demands of the rule of law and society’s needs. The current system of administrative litigation, on the one hand, corrects the mistakes made by the executive branch, thereby protecting the rights and interests of the people; on the other hand, it ensures that the executive power of the state is exerted in accordance with the law. After the three-levels-two-instances administrative litigation system takes effect, in addition to its role as the court of final instance for summary proceeding cases and for appeals of the rulings for traffic violations. This Court shall apply the law properly, further enhance the quality of its judgments, continue to improve the efficiency of the overall trial process, and make the court a friendly place. In doing so, this Court seeks to realize the protection of the people’s right to litigation, to make true the functions of administrative litigation, to be trusted by the people, and to achieve the ideal of the rule of law.
